Emergencies Science and Technology Division,
Environmental Technology Centre


The Emergencies Science (and Technology) Division of the Government of Canada, is responsible for oil and chemical spill research, development and technology transfer. The prime function is the development of knowledge and tools for oil and chemical spill preparedness. For almost 30 years, the Division has had a continuing national program of R&D on:
  • spilled hazardous materials: properties, behaviour, detection, measurement, effects
  • spill countermeasures: effectiveness, effects and environmental benefits
Results of this research are regularly applied to real spill incidents, providing assistance to spill responders and feedback to the researchers on the direction of their work. Technology transfer is an important component of the program, and the group is active in providing operational guides, manuals, and training as well as some aspects of contingency planning. Additionally, the Division has an operational remote sensing capability and also can provide specialized technical advice or analysis in support to real spill events.

The Division has a staff of over 25 scientists and technicians and extensive facilities and equipment dedicated to oil spill research and response. Typically, there are about 30 active projects per year, and most are conducted in partnership with other agencies and industry. Many of the projects are international.

Projects cover a wide spectrum of spill preparedness issues. They include laboratory, mesoscale and field investigations in terrestrial, freshwater and marine environments. Major topic areas include:
  • spill remote sensing
  • analytical techniques
  • oil properties
  • in-situ burning
  • spill treating agents
  • fate and behaviour
  • biological effects and toxicity
  • shoreline cleanup countermeasures
